New forum rescue facilities

Two common problems with the forums is that people try and be clever and place bits of code in forum names and descriptions, or they mess up their forum templates.

Up and till now, this has required a good deal of effort to try and locate and fix the problem

However we have now implemented to new buttons in our own admin panel, one button will replace all html in a forum names or descriptions with save equivilants e.g < will become lt;
The other button will force a forum back to subSilver style reinstalling it if need be.
One effect of this is that if you muck up one forum description, and have other html descriptions you will need to repair them all. But that is really fair penance for wrecking your forum!

Having thought about it a bit, I have made the rescue options available to the user under:

depending on whether you are free or fast. This means when people get stuck they can be advised on solving it themselves.
