My apologies here, there have been a lot of complaints about phpbb3 smilies.
I have put this down to people complaining they were not getting the phpbb2 smilies facilities, and it had not penetrated that upgraded boards were missing working smilies entirely.
I have now added a basic smiley pak that can be installed in the admin panel.
The smilies admin is still pretty confusing though and in need of a rework.
