Not quite sure that is exactly true, there are loads of violations of the T&C we can search for, so if we target warez as has been done somewhat in the last week, we shake some of them out of the woodworks.
Mayhap next week we will scan heavily for racist crap and kill them off, in which case you might end up thinking that is a big problem area.
With tens of thousands of forums, we rely a lot on reports, we cannot and do not auto scan for everything dodgy all the time.
The benefit of this can be that a slight delay in suspended a nasty forum means that they waste a lot of time setting it up
