http://free-shoutbox.net and http://www.shout-box.com/ are similar ones and both free with no ads. I just changed to http://www.shoutmix.com/ which has great admin control, and if you pay for premium ($2/month - $6 for 3 months or $20 for 12 months) you can let users register, and it has full controls.
