There is a database level fix detailed here:

But I'd rather the attempt was made to repair via the admin panel.

phpbb3 really does need to be treated carefully. It is a complex system and absolutely no guarantee can be offered by us that we can repair the damage that can be done in the admin panel.

I did the same thing by deleting the account and group. It worked after I had recreated them.

I have, so far had one user who got in touch with me to tell me he had this issue.

He is an ordinary user, and I took over his permissions, and got the message "There are no forums available" (Or something similar, my forum is in Dutch).

He has been successfully activated, and I do not see anything unusual in his profile or forum settings, apart from the fact that he is classed as a "Registered COPPA user" (Whatever that may be).

Is there anthing I should check for in particular so I can give this member full access?

BTW. It just came to my attention there was another member who complained about being unable to get on to the forum, and he is in that COPPA group (A group I never set up for use on my forum).

I removed the user from the group to see if that would help, but the error still remained.

I have now tested:
the five members who are in the group of "Registered COPPA users" get this error.

I tested this by testing their permissions.

Why is this happening, and, more importantly, how did they end up in this group in the first place?

Please help.

They must have clicked they were under 13 when they registered.

I can't see where you said you "tried" and tried what exactly?

Are they still stuck in the COPPA group?

Sorry,
I meant, I tried removing them from the group, but that did not give them access.
They are all out of the group now, but still get the same error message.

Then I'd guess they are not in a group with access.

Take a look at what groups a working member is in, and put them in the same groups.
