I don't think there is a "best topic". It depends on what the forum is about, and on the membership.

If you're looking for a good niche forum to start up... stick to something that is a personal favorite. Doesn't mean it will be easy, but it will be easier and more enjoyable for you. Mine is for creation - things like writing or art, even though it's not my #1 hobby, it's something that a lot of people, including myself, enjoy.
