Setting a user inactive was not clearing their session, so they would remain active temporarily.

now when you make someone inactive, it doesn't work it leaves them as active, after you make them inactive then go back to the mod user for that member it still has Member active as Ticked..

and it seemed to work fine, so check your settings.
