Not again....I'm trying to add to the top menu a link to the 'Rules' Sticky of my Forum. I been trying to do this for a long time, but I just can't. Can someone tell me how to do it?

go into your overall_header.tpl and find where the links are and then add one.

Not again is not a sensible title ???
Your link links to the forum which has no portals so i,m guessing you mean the www. link if so you need to edit the cms_mainmenu.tpl

The point is I check, and there is no overallheader thingy to edit.

Nope, I'm having a lot of trouble trying to edit the Forum. Anytime I try to edit the thing, it won't edit it.

no one mentioned an overallheader thinghy ??
I mentioned a cms_mainmenu.tpl which on the edit screen is located right at the bottom in the portal section.

Goto
admin panel --- 3 styles --- portal settings ---
now find main menu
open it up and insert your link

I did the over_header, and over_footer and "main menu, links menu, navbar etc it still is not up there.

What code ??? there is no code to enter you clearly are not bothering to look.
go to admin panel 3 styles -- portal settings and find mainmenu
looks like this add your links
