Moduser Feature Error (submit/Cancel options arent buttons)

Moduser Error

this is what my html looks like under "veiwtopic_body.tpl" i have Two features Set "thanks to the help forum"
but the moderate user option isnt working correctly. The Submit and cancel options arent buttons and i can edit the text. if i try to edit the submit text it refreshes and loses all changes i made. Even when i take the report user option out it still doesnt work.

You need to look at the template for the moderator portal.
I am not around this weekend for other than emergency support.

i followed the guide it said for the portal al that needed to be done was enable the options for mods.

but which guide?, as there may be an error in the guide

New Ablities For Mods

I did manage to get it to work on another user but the Submit and cabcel "buttons" havent changed. I Read A Lot of the guides and some were super easy to follow some  were a real pain but I noticed spelling errors but that was about it. the most common, maybe it wasnt an error was "goto Admin Pannel" for an example.
