Once I make a member active is there anyway I can make them inactive again?

It will be under user management in the admin panel. I admit I am not using phpbb3 enough at the moment to give exact details. But you would benefit from going through that area thoroughly anyway   It is definitely there.

you can force reactive in in the usermanagement admin panel under users.

You don't even need to force it, you can easily just go to users - inactive users, select the user, and click activate.

The Moderate User link - from their Profile - will take you straight to the page where, near the bottom, you'll find a box with various actions like Activate, Deactivate, Delete and other things.

Select the one you want, and click Submit.

Deactivating is good because their posts will be retained with their name attached, so you can easily find them if needed.

in phpbb3 it's administrate user, but this is about reactivating a user, not deactivating.
