How is hateHow is the TERM HATE construde ? can it be aimed at one person ?

Short answer YES.
In fact that is one of the clearest cases, unless aimed at a public figure in which case it gets harder to rule on.

A link to a forum, along with links to posts that define it as a "hate" site.
I will add that a lot of these complaints fall down as they are made about a few threads on a forum with 1000s of other unrelated topics. e.g. it may be unpleasant especially if you are targeted but it does not make it a "hate" site.
Problematic from everyones point of view, but the only workable system really.

PMSL I have just heard that LITTLE HITLER THE GOB ****E has posted about our defeat tonight.I dont hide away like he does when his team BLUNDERLAND lose (EVERY WEEK PMSL).Its a pity he never fell off a roof and ended up disabled like some of his mates are. He might get hit by bus with luck_________________
