Topics are what you post from the forum itself, you don't post topics in the admin panel. |

I think the problem is just permissions. With PHPBB3 you need to set the permissions for every forum and category. The easy thing to do is set permissions for one forum, and copy the permissions with the others. Then make minor adjustments if you need to, unless you need major changes.
