In the Administration Panel when I clicked Preview Web Pages, a different format of the forum appears. When i pressed Forum, it went back to the format that users see when they type in the URL. Is there any way to make the Preview Web Pages page available to users?

No as that is not what preview is for.

You should be asking what is causing this difference? and giving us details of the page concerned.

The page is set up in a way that the most recent posts and the most popular threads are shown on the left and right.

for page link, you have to press Preview Web Pages in the panel

The template was installedf when I went to add templates in the panel. It is called Smartblue

and my descripton of the page is found on my first reply

You still have not given the link to the web page.

It has to be called something like index.html etc.
