Although it is an unsatisfying answer,for all involved, its possible that the server just needed a reboot to recover from some unidentified software/kernel/fs error.

This server had been up and running for months since its last reboot for a memory upgrade.
One disconcerting aspect of what happened was that the web server was live enough to see the forums system, but not live enough to get as far as recognising them, thus dumping people to the forum missing/suspended page and making them panic rather more than if things were simply dead.
