I imagine the control panel reports the member count for the old phpbb2 forum, which is a bug.

The control panel does different things in phpbb3, so not all the phpbb2 options will be there for you.

It's just that I am following this http://howtodoit.myfreeforum.org/...component=content&topicid=643 but using a .png and at the bottom of the howtodoit it says

You now need to login into your forum control panel and goto

Extras > Simple Features and  Tick the box saying : "Disable default myfreeforum tab icon.

Is there any other way I can add a favicon then or can I not do it on phpbb3.

You should be able to do this directly into the overall_header.html template.
