Can I block registration?I want to make a forum. Is it possible to make it so the admin sets up ALL user accounts? I don't want guests able to make accounts.

Yes it is possible using the admin activation option in the configuration section of the admin panel

Equally you could disable registration the same way.
But why have nobody allowed to sign up?
