New management system installed

This should be entirely invisible to the user, but does create some ripples at the forum level.

In particular the advertising on forums is flagged differently, and all forums will slowly get updated with the new flags.

The benefit of the new system is that we should be able to flag important issues for forum owners directly in their forums.
