Experimental change which may effect posting/forum look

I have made the template file bbcode.tpl global to all templates.

e.g. no template specific changes to this file will now be seen.

As far as I can see many versions of this file in template are a bit buggy, and they don't all contain the changes needed for the spoiler addition.

I am not 100% sure we can get away with making this file global across templates though

So all I can say is if it breaks anything YELL and I will revert the system.
