Link Exchange Forum. Is it okay?

I am wondering if its okay to run a link exchange forum. Such as creating sub forums with type of forums. e.g. Games, computer, general, etc.

How it works.
Sign up using your support forum name. So i can pm you make sure it was you who sign up.

Visit sub forums to find a forum similar to yours and ask the owner to link exchange with them.

Example
I run a Rs clan forum.
I sign up using codyt07 as its my Support forum name. Get pmed by me on the support forum making sure that is your account and convince me you "admin" that forum.
Look and find the games subforum.
look for a forum related to mine lets say another rs clan.
Ask if they would like to link exchange and if yes do so.

I do require some rules though.

1)On you forum you must have a rules area. Either Global announce or a Sub forum with rules as the title.

2)Must have at least 50 articles. and you must be an active "admin". Meaning your last post must of been 5 days ago. and there is no spam on the forum.

3)Must have a support forum account.

4)you must have an area dedicated to link exchanges. Such as a sub forum with links or a marquee with scrolling banners or something similar to the on How to do it.

Would you consider a forum like this spam or would you give me an okay to create it?

Not a problem.

Basically our terms and conditions come down to, if it's nice it's probably okay.

alright here i go making it think its something you sing up for if you had a forum? I thought i heard in a few threads back your making a forum?

Probably yes, links are where it is at.

Depressingly we have had sad proof of how links on the free forums can be used to get to the top of google in the last week I have nuked those particular scumbags! who were obviously not running actual forums.

Forums been created! thank goodness i can access the admin panel from AOL now read the thread and it says some one else had that problem
